Health Insurance Continuation Program
The Health Insurance Continuation Program (HICP), administered by Broward Regional Health Planning Council (BRHPC), provides health insurance support services for eligible Broward County Part A clients. HICP may assist with allowable health insurance-related costs, including allowable medical copayments, coinsurance, deductibles, and eligible HICP premium assistance, when the client meets program requirements.
Broward County Part A Insurance Support Services
HICP is not health insurance. HICP functions as a third-party secondary payer after primary insurance has processed the claim. Assistance is limited to allowable services, eligible timeframes, complete documentation, available funding, and annual program limits. HICP does not reimburse clients directly. HICP payment, when issued, is mailed in the form of a check directly to the provider or allowable payee. Provider posting times may vary after the check is mailed.

For Clients
Clients are responsible for:
• Maintaining active Broward County Part A eligibility.
• Ensuring Insurance Support Services (ISS) is active/authorized for the applicable service period.
• Keeping insurance information current with Broward County Part A eligibility staff.
• Using in-network providers whenever required by their health insurance plan.
• Confirming the service is covered by their insurance before receiving care.
• Confirming the service is allowable under HICP guidelines before receiving care.
• Submitting bills and required documentation within 60 calendar days of the date of service and within the allowable contract year.
• Understanding that HICP does not reimburse clients directly.
• Following up with providers after HICP payment is issued, because provider posting times may vary.
For Providers
BRHPC administers HICP as a third-party secondary payer for eligible Broward County Part A clients. HICP may pay allowable patient responsibility amounts directly to providers or allowable payees for eligible services after the client's primary insurance has processed the claim.
Required billing documentation:
Providers or clients must submit either a CMS-1500 with Explanation of Benefits or an itemized medical billing statement. Documentation must include:
• Client's legal name and date of birth
• Date of service
• Insurance payment details
• Patient responsibility amount and type: copay, coinsurance, or deductible
• CPT/procedure code
• Diagnosis code, when required for eligibility review
• Provider billing address/payment location
Important Client Responsibility
Clients are ultimately responsible for ensuring bills/claims are submitted to HICP within required deadlines, even when a provider or third party may assist with submitting documentation.

Important Deadlines
HICP payment requests must be submitted within 60 calendar days of the date of service and within the allowable Broward County Part A contract year. Late or incomplete submissions may be pended or denied.
